How can we do when foaming after spraying gloss oil on the water slide decals?

After ripping off the film on the decals, we need to spray gloss oil to protect the decals, sometimes it may foaming.

For the below reason it happened

1. No enough time to dry.

There is bubble between the decal and product surface
